With reference to your letter of the 12th
ultimo asking for observations on a request made
by the Governor of Hongkong for permission to lend
British experts to the Kwang Tung Government to
assist in the reorganisation of the taxation, land and audit departments, I em directed by the Secretary
of State for Foreign Affairs to state that the proposal was referred by telegraph to His Majesty's
Minister for his views and for those of His
Majesty's Consul General at Canton.
2. These have now been received in a telegram of
which a paraphrase is enclosed herewith for the information of the Secretary of State for the
Colonies.
3. The Secretary of State for Foreign Affairs
concurs in the opinion expressed by Sir Ronald
Macleay, that in present circumstances compliance with the request put forward by Sun Yat Sen would be regarded generally as a measure of sympathy and support almost amounting to recognition, and that it is preferable to continue the attitude of friendly neutrality that we have hitherto maintained.
